And that no man might buy or sell, save he that had the mark, or the name of the beast, or the number of his name.

Is the digital id the mark of the beast? No but, it can certainly be a way to enforce the mark of the beast. What quicker way to stop one from buying or selling than to just shut off the ability to buy or sell.
